HTML scrollbox codes?

Can someone guide me through creating a scrollbox using HTML? I need to know the basic code and then how to put an image in the background, create borders, stuff like that. Also, does anyone know how to write "crashplt13's page" above the scrollbox? So there's the box with a picture surrounding it and a few words above the box. This is not for MySpace! Helping, A little more help? There's nothing about scrollboxes there
