  4. Well, the one place that comes to mind is Open Source Web Design at http://www.oswd.org/. They have the html file and the CSS files for free for anyone to download as they are Open Source. You can learn how they code and apply the proper CSS in most of the templates there. A good place to start, plus the best part, is it's free to use.
