Help with basic HTML?

How do achieve this type of layout, using just basic HTML (I'm not allowed to use CSS here). http://img258.imageshack.us/my.php?image=helpad1.jpg Any helpful advice or links would be appreciated. No, I'm just trying to copy that layout. I can't use wordpress because its a homework assignment. The only software i can use is Notepad. Obviously i can't just copy and paste the source code into my webpage because it contains a whole lot of other unneeded code. I've looked online and everywhere but it seems that each site is advocating the use of CSS (which i can't use)

  2. Use microsoft word, open office or docs.google.com and save it as html :-) haha No use to knock your head there.
  3. Do you have access to the file? Is it html? If so, I would copy the source and try to do it with straight html. But, being that I can't design my way out of a paper bag, I would fail. Download NVU http://nvu.org it's a free editor and has a good preview so you can see what you're doing as you go.

Use CSS codes like: <p> for normal text <h1> for most important headings <h2> for second most important <h3> for third important <h4> for least important headings of course you want to end all of these sections with </p>,</h1>, etc. Good Luck.
