I need a free Html Wysiwyg editor that allows frames?

I'm looking for a free html wysiwyg editor that allows me to create a website with frames. All the free one's I've come across do not allow frames, unless you purchase the software.

  1. there's one called "nvu" that's free and open source. i'm not sure if it allows frames, but i think it does.
  2. If you're developing sites with frames, you know there is more than one browser out there... and frames aren't supported in all browsers. You're coding like it's 1990... Use divs and css/xhtml. http://www.456bereastreet.com/lab/developing_with_web_standards/csslayout/2-col/
