  1. dreamweaver
  2. I'm not saying that it's the best one, as for I don't have a good point of comparison but for webpage desigh I coul suggest you to try Macromedia (now Adobe) Dreamweaver Mx or a higher version, and Photoshop for Web Design. For more sophisticated web design tools you could also use Adobe Flash and Fireworks. For web-page publishing oyu could use google for example I think they also make it possible for you to publish your web-page for free, but in exchange for this on the top or the bottom of the page the label "Google" will appear.
  3. You could try Fookes Sofware's 'NOTETAB' their blurb from http://www.notetab.com/ says it all and it 'does what it says on the tin'. "The ultimate free Notepad replacement and a handy HTML editor. Handle a heap of files with a simple tabbed interface. Search files, strip HTML tags and format text quickly. Build libraries of text macros to speed up your work. Formerly called "Super NoteTab". 100% freeware -- no ads and no nags."
  4. 1st Page 2000, free HTML editor that have a very good interface when you like to do the coding yourself (like me). I have tried allot but this has done the trick for me. Try to find 1st page 2000 NOT 2006 the older version is still better.
