1. you can use it, but Frontpage tends to add its own code and I would not recommend it. I personally use Dreamweaver myself. Dreamweaver is a good WISIWYG and also an HTML editor.
2. Frontpage is more of a WYSIWYG editor, it's like putting together a powerpoint presentation. Still, it has marginal functionality as an HTML editor, though programs with syntax highlighting work better to avoid errors.
3. Frontpage is ok for learning, and is relatively easy. It seems to add extra coding. But I use it to "dip" in to grab codes - e.g to easily make a large table, and then copy that table's html code into another site of mine, which saves time...
