2. Hi there, I like Arachnophilia. It's not a "website builder" in that it does not have premade templates where you just change colors and fill in the blanks, but it is a wonderful HTML editor that allows you to preview your work as you go. You can build any type of site you want with it and it is also the kind of editor you need if you are seriously wanting to learn HTML and web design, opposed to using a program that you can just drag crap wherever you want it. It's what I learned HTML on years ago and continue to use today, even though I now have other paid programs such as Dreamweaver, Frontpage, etc. Nine times out of ten I use Arachnophilia instead of any of the others. http://www.arachnoid.com/arachnophilia/ Good luck with it!
