Is there an online auction site that uses Paypal, has free membership, and does not charge a listing fee?

I need one that does not require a credit card, does not require money to list items (final value fee is okay as long as its not too expensive), and you don't need to pay money to sign up or to sell items. Thanks for your help!!!
